ステーキの焼き加減の「レア」もこの語です（こちらは「生焼きの」という別の意味）。
副詞 rarely
rarely「めったに～ない」（準否定語。not は不要）
文頭に置くと倒置：Rarely does he eat out.

rarely は seldom と同じくそれ自体に否定の意味があるので，× He doesn't rarely eat out. とはしません。位置は一般動詞の前，be 動詞・助動詞の後ろです。
