動詞の matter は It doesn’t matter (to 人) wh- … ／ if … の形でよく使われます。その場合の It は形式主語です。また What matters is …「重要なのは…だ」も重要です。

実は，私は海外に行ったことがない。
no matter what は whatever，no matter how は however と書き換えられます。「たとえ…でも」という譲歩の意味になります。
よくある誤り
動詞 matter は自動詞
× It is not matter → ○ It does not matter

動詞の matter は自動詞なので，× It is not matter ではなく It does not matter とします。
「重要ではない」という日本語に引きずられて be 動詞を使ってしまう誤りが多いです。matter そのものが「重要である」という動詞なので，否定文は does not matter，疑問文は Does it matter? となります。
