名詞：「欲求，願望」a desire for ～ ／ to do「～への／…したいという欲求」

動詞の desire は want よりかなり硬い語で，日常会話ではあまり使いません。名詞の用法のほうがよく出てきます。
that 節の動詞の形
desire that S (should) 原形「S が～することを望む」
要求・願望を表すので，that 節の中は原形（仮定法現在）か should ＋原形

主節が過去形でも，that 節の動詞は was ではなく原形 be になります。insist・suggest などと同じ形です。
