mention は，mention O ／ mention that …「Oに言及する／…と言う」，mention O to 人「人にOのことを話す」の形で使います。

彼女はあなたにそのことを話しましたか。
「人に」を表すときは to 人 を使います。× mention you it のように人を直接置くことはできません（say と同じタイプ）。名詞も mention で，make mention of ～「～に言及する」という表現があります。

not to mention は独立不定詞の一つです。同じ意味で to say nothing of ～，not to speak of ～ とも言います。Don’t mention it. はお礼を言われたときの返事で，「（お礼を言うほどのことではないので）口に出さないで」ということです。
