「賛否の立場に分かれて議論する」というニュアンスです。動詞は他動詞として debate the issue と使えます（debate about も使われます）。discuss は他動詞のみで × discuss about とはしないので注意しましょう。形容詞 debatable は「議論の余地がある」です。
