take a ～ approach to …「…に～な方法で取り組む」は説明文の定番表現です。この to は前置詞なので，後ろには名詞か動名詞がきます。
よくある誤り
動詞：× approach to the station → ○ approach the station

動詞の approach は前置詞をとらず，× approach to the station ではなく approach the station とします。名詞では an approach to the problem のように to を使います。
「～に近づく」という日本語に引きずられて to を入れてしまう誤りが多い語です。同じように前置詞をつけずに目的語をとる動詞に，discuss（× discuss about），enter（× enter into the room），reach（× reach to），marry（× marry with），resemble（× resemble to）などがあります。
